It costs less to prevent disaster than to face the disaster. Instead of fighting
crime, we must prevent crime and instead of cleaning up the environment, we
must prevent contamination of our environment.
News headlines in June/2008 – GPS/CARNAVIGATOR is use by rapists for stalking
women; MOT- CHIP LIE DETECTOR with 100% accuracy establishes if a person is
lying. It is accepted by the Courts as evidence; The crime fighting agencies and
the media are detached from the average citizen, they don’t answering citizens
crime tips; New malnutrition project causing more children to die;
Misinformation about Hydrogen cars; Preventive systems assuring the society
sustainability.
Prevention is little known knowledge in the U.S. and is not taught in any college
or police training academy. The educational institutions do not offering majors
in: Green Technology, Preventive Science or Economic Sustainability.
Unfortunately, the society is not aware about the existence of preventive
technology. People usually think that prevention and security is the same thing,
but is not. The difference between ‘prevention’ and ‘security’ is - when you
install lock on a door that is ‘security’ however, when you prevent the criminals
from coming to your neighborhood, or to your door, that is ‘prevention.’ There is
a popular quote “don’t fix if ain’t broken” however, prevention is saying – “fix it
before needs fixing, so it can’t get broken.”
The society is conditioned to 'FIGHT' that is 'fight crime' 'fight global warming'
'fight pollution' etc. In stead, it should be 'PREVENT' so, there will be not a need
to fight. All man's created disasters are preventable.
Preventive Science Institute (PSI) is R&D organization, specializing in
innovations (improvements) of existing products and systems preventing crime
and preventing pollution (we are not inventors). Prevention is a new science it
was originally created in the 19th Century Europe based on biometrics the
anthropology tool. It is measuring the fix human body characteristics (e.g. face).
The PSI is the developer of the next generation of biometrics the motionmetrics,
that is the measuring from a distance the human body motions (body language).
Consequently, the PSI developed the computer chip MOT- CHIP and the UAC
(Unbreakable Access Code) the world’s only code that cannot be deciphered.
The MOT-CHIP makes it committing of hacking, spam, or identity theft impossible
and as well as is solving the 'cold cases'
The classic example how the present security works, is the TV Show - ‘AMERICA’
S MOST WANTED’ which just celebrated the capturing of 1,000 wanted criminals
within 20 years. To compare, MOT-CHIP can capture 1,000 wanted criminals
within 20 days.
We are spending $1 trillion/year (1/3 of the national budget) for fighting crime. If
we only prevent 25% of crime, the U.S. standard of living will double. Every
nation in the world has its own life philosophy. The U.S. choose the maxim
FREEDOM, which is the guiding light for all Americans. However, in reality it
means – THE LAW OF NATURE, whereas the strongest win and the weakest lose,
becomes poor, desperate and as a result it might turn to crime. That is when
preventive science gets involved, by offering technological solution, instead of
philosophical (political) solution. The World Wide Web (www.) inventor British
Scientist Tim Berners - Lee (News 06/12/08) is projecting, that present
democratic systems will be replaced by ‘Techno-Democracies’ based on
applying to life methods that makes possible to instant identification of every
person. The Techno-Democracy will have no longer a need for politicians and
political parties, which are in fact 'the brainwashing machines' and are not
democratic institutions. The world of the near future will have no need for
politicians or elections.
SPECIAL ANNOUNCEMENT - BEIJING 08/08/2008 OLYMPIC will be known as the
GREEN OLYMPIC. Some of the preventive systems would be presented. The PSI
at the Olympic will negotiate with many countries, to make the world GREEN
within months, instead of years. Whereas, the athletes will breathe purified air,
drink purified water and eat the HEF food (see Pt. 26). This would make possible
for the athletes to establish the personal best records and seat the standards
for the future Olympics. We will also present the preventive devices 'restoring
life to normal' for the victims of earthquakes: for purifying a large body of water
(lakes, rivers), fast growing rice; immediate medical diagnoses (see Pt. 26); the
U-Cell Phones detecting earthquake and after shocks, then finding missing
persons (see Pt. 12); the Redeemat garbage compactor, making garbage
collecting and recycling no longer necessary (see Pt. 22). All these preventing
devices are compact sizes, can be dropped from the parachute and can be
installed by the victims themselves (not need to be shipped by land to locations
of the earthquake’s victims). Incidentally, China has the most advance industry
uniquely qualify to manufacture hardware devices operated by electronics. This
would make possible to create the new ‘preventive devices’ industry. China
might become major supply of preventive devices and systems to the rest of
the world.
WARNING! - in this ‘identity theft era’ cars and cell phone companies offering the
GPS/NAVIGATORS, but without the unbreakable access codes. For example, the
media reported (News 04/08), that rapists stalking women by using the GPS
(Global Positioning Systems). The stalker cannot be identify, so cannot be
caught. However, the MOT- CHIP/Positioning System makes it impossible for
unauthorized person to use this Navigator for other purposes. The MOT-CHIP at
first establishes the positive identity of the tracked person, then proceed with
tracking of the person. It is robotic system - no humans are involved, therefore,
is improbable to be compromised. The authority might prohibit usage of the

INNOVATIONS ARE IMPROVEMENTS OF PRESENTLY EXISTING PRODUCTS. HERE
IS A LIST OF SOME OF THE PREVENTIVE DEVICES IMPROVED BY THE PREVENTIVE
SCIENCE INSTITUTE AND BY OTHER ORGANIZATIONS:
(1) MOTIONMETRICS is the next generation of biometrics and the next step for
motioncapture (WIRED magazine Oct/07/07 page 78). Motionmetrics is the
measuring remotely 24/7 the human body's language (rhythm of motions) - the
unique way people walk and talk, then capturing this data through cryptographic
codes. Body language is distinguished to every individual and like fingerprints
it never change. It is something that a person is born with. Motionmetrics is a
process of capturing from distance person's physical motions including:
breathing, heart beat, eyes retina, and specific characteristics such as body's
scars, tattoos, fingerprints, handwriting, etc. The body language is not effected
by the human body changes - sickness, growing up, aging, etc. It is a little
known fact that about 60% of times, people are communicating with each other
through body language (animals communicating about 85% of times). The
measuring is done from a distance via satellite, surveillance camera, or camera
cell phones. This process establishes the positive identity of any person
(including home address) even if the person is wearing disguises. The recently
developed in Asia SSS (Super Speed Software) makes it possible measuring of
high density movements (reflexes, moods). The measuring of human motions
from a distance is something that we are all doing subconsciously. It is the
nature's survival mechanism. Little baby recognizes from parents facial
expression, when the parents switched to another language (e.g. bilingual
couple) it is known as the 'preferential looking.' There are different ways of
measuring rapid movements (motions) by: motionmetrics, micromotion,
motioncapture and motionricochets.
(2) THERE WILL BE NO NEED FOR BODY'S TRANSPLANTS - micromotions is
detecting minuscule motions on the surface of skin, indicating from which
specific area the 'skin stem cells' can be drafted. The skin stem cells are
replacement for the human embryos. On Jan/14/08 the media announced, that a
fully functional heart has been created from 'skin stem cells' and is beating.
Micromotions open new avenues for human organs transplants. Whereas, the
body parts will be cultivated, then harvested and not need to be transplanted
from another human. It is the creation of the Digitalized Human Being (DHB).
(3) MOTIONMETRICS APPLIED TO ANIMALS – PBS TV 12/25/07 presented a
remarkable discovery on how the animals send warning signals about upcoming
danger (earthquake, tsunami, hurricane, volcano, etc.). The animals stamp
feet/hoofs which create earth vibration of unique frequencies and by the body
movement (body language), the animals communicating with each other. These
vibrations are detected by other animals miles away. They respond by moving to
a safer location. Team of researchers from the Preventive Science Institute now
is programming these frequencies (motionsricochets) to the U-Cell Phones. The
phones users will get immediate warnings about upcoming natural disasters as
well as, initiated by the humans sound of weapons.
(4) CRYPTOGRAPHIC COLLAGE - on Nov/2007 the medical publications
announced that “mammals can think cryptographically.” The tested monkey has
been able to memorize faster than humans the location of symbols on computer
screen. The screen was switched off for a moment, than switched on again and
the monkey pointed out where the symbols were originally located. At present
the passwords are created by mathematical formulas (codes), therefore can be
also decipher by mathematics. However, the cryptographic code is not a
mathematical formula - it is a collage of symbols changing kaleidoscopically, but

mind, in a form of 'transferable patterns' it is easy to memorize (even monkey
can do it). The cryptographic symbols looks like normal digits and letters, so the
thief think that they are in fact digits and letters and try to decipher, without
success. By our knowledge no one at this moment except MOT-CHIP is offering
the unbreakable codes. Unfortunately, some companies are offering codes
which can be deciphered causing $billions in loses for these companies.
(5) UAC (Unbreakable Access Code) the world’s only identification and
verification unbreakable code. It looks like a PIN (Personal Identification
Number) for day to day usage (ATMs, credit cards, cashing checks, etc.). Also,
Feb/03/08 the press warns that Computer ID Chip implant to animal or human
body is causing cancer. The ID Chip is primitive and painful way to identify
people and can be easily copied by unauthorized person, through common
household scanner.
(6) FBI now is building the $1billion biometrics database of people's faces
features (News 01/26/08). On 02/08/08 the authorities announced that would
issue all citizens the so call it BIOMETRICS REAL ID/DRIVER LICENSE.' It is a set
of digits/letters which are transferred by Internet, as a result, it can be easily
copied, then use to commit identity theft. The 'FBI biometrics' makes it possible
to commit the perfect crime. Biometrics is the relic of the past and is replaced
by the motionmetrics.
(7) POLICE TRAINING - it seems that the police are not trained on how to use the
gun. They are shooting by holding gun in both hands (combat stand) imitating TV
crime dramas (possibly they are hoping to become actors?). By holding gun in
both hands when shooting, is limiting the body motions (reflexes), so they
cannot quickly aim at the target (just watch policemen in action on any TV nightly
news). The only effective way to use a gun is the 'cowboy style fast draw.' The
lack of aiming skills is the main reason for the numbers of officers killed on duty.
(8) CBS 60 Minutes on March 02/08 give the details about the Pentagon's HRG
(Heat Ray Gun), it is the weapon of the future. The gun fires the heat rays from
Humvee vehicle, which from distance paralyzes the body of a person for a few
seconds. Also, dispersing crowds (demonstrations) and stops the 'street gangs'
violence. The terrorist after receiving the heat jolt usually panics, drops weapon
and retreat. The HRG do not causes injury or death (see Google the HRG
vehicles). This is psychological weapon,settling in human mind as paranoia, by
making the enemy think, that the next jolt might be deadly. Before the operation
begin the MOT-CHIP establishes remotely the identity of the enemies and their
location, as well as detect Cyberespionage and Spearfish. The HRG with MOT-
CHIP it looks like an ordinary automobile. It can cruise the streets of cities
unrecognized and can distinguish terrorist from the average pedestrian, then
capture them.
(9) WINNING THE WAR - The HRG/MOT-CHIP vehicle could stop the war and bring
our troops back home. The U.S. when started the Iraq war has neglected to
check strength of the terrorists. Such ignorance might prove to be catastrophic.
The Dept of Defense didn't know that Iraqi army consist of one billion religious
fanatics, they are strategically placed throughout the world. These fanatics are
living among us; some of them are our neighbors, they are waiting for order to
attack. For the terrorists the Iraq war is not a war, but religious crusades. Such
wars historically are non-winnable. For centuries the Iraqi wanted to divide Iraq
into three autonomic ethnic regions. Why U.S. does not help them with forming
ethnic regions? Why the U.S. get involved in tribal conflicts thousands of miles
away? Why U.S. does not using the HRG/MOT-CHIP vehicles? Can anyone
answer these mystery questions – WHY?
(10) IDENTITY THEFT - is the main factor causing the present economic decline.
The reason for the economic decline is not gas prices, but damages caused be
the identity theft. This decline cannot be stopped, because the ‘misguided
spendings.’ About $1trillion per year (that is 1/3 of the national budget) is spent
on fighting crime. The crime is increasing, because crime is solicited to assure
income for those who are fighting the crime. Consequently, people are panic,
because theirs personal assets (savings, bank account, investments, SS, credit
card, retirement plan, etc.) are stored in various computer systems and can be
at any time wiped out by the identity the thieves. However, in spite of lack of
unbreakable codes, the Internet companies are issuing mathematically created
passwords(PINs) which can be easily deciphered. The Internet becomes
accessible to identity thieves, spam and hackers. The personal assets become
open book. The main reason for ‘identity theft’ is that majority of people know
how to operate computers and only takes a few hours to learn how to commit
identity theft. This undermining consumers confidence, triggering chain
reaction - people spend less, invest less, corporate profits goes down,
unemployment goes up, stock market get frantic, the government spends more
('stimulus packages') creating more debts - it is a vicious cycle. The identity theft
is relatively new phenomena, so the criminals still learning how to do it.
Hopefully, terrorists do not learn soon, it will make the U.S defenseless.
(11) STOCK MARKET SHUT DOWN – the Stock Market annalists keep guessing, if
there will be ‘Recession’ or ‘Depression’? However, they are basing theirs
predictions on a data about half century old. Since, the technology made
dramatic progress, making it easily illegal access to computers. New element
has emerged - the identity theft. This element already caused multi-billions
dollars loses for individuals, corporations and government. As a result, national
deficit is approaching $10 trillions (within 2 years it will reach $15 trillions) and
will be impossible to re-pay, projecting of 'recession' or 'depression' is fruitless.
Market annalists failed to understand that without unbreakable codes,
preventing of identity theft is impossible. For the first time in history there are
no traditional indicators on which the stock fluctuation can be projected. The
identity theft effects all segments of our economy. There is no way to know
when and where the identity thieves going to strike, so the decisive indicator is
missing. After unexpected collapse, the Stock Market cannot be re-open. An
industrial country without Stock Market is scenario difficult to imagine, but it will
become the fact of life.
(12) U-CELL PHONE (Ultimate Cell Phone) the motionmetrics phone – it can be
wirelessely connected to person's wristwatch (the Dick Tracy wristwatch), this
will make convenient to be carried, prevents misplacement, or to be stolen. The
face of the wristwatch become a display screen. Person can talk to the watch
(voice recognition) without using keyboard, or the person can just whisper
(motionmetrics reads lips and sign language). For example, anyone can conduct
conversation with the deaf-mute person. You can drive a car as you talk, kipping
both hands on the steering wheel. There is no need for devices to be put into
ear. The wristwatch will indicate when the call is coming by vibrating, therefore
will not disturb others, also women with long fingernails can use U-Cell
comfortably. The U-CELL is at the same time: preventing identity theft, is
personal body guard, money manager, baby-sitter, health monitor (MHM),
reports 24/7 what your child is doing, finding suitable employment. Additional
application the Electronic Teacher - students can answer questions on any
topic, then transfer the data for evaluation (examines). It is the ‘modern home
schooling.’ The U-Cell is always charge, just squeeze a few times the phone and
the Gyro-Gap recharge the battery (you no longer need to plug in). The U-Cell

laptops.’The U-Cell Phone is what invention of electricity was. It creates the new
era of our civilization.
(13) THE MOT-CHIP WATCHDOG – is detects if the car driver is under influence
of alcohol or drugs, or might falling into sleep. In such case the car cannot be
started and the security will be alerted. It detects DUI and illegal immigrants (the
term ‘illegal immigrants’ means ‘modern times slavery.’ These ‘illegals' are
working for low wages, so the industry is eager to hire them and the
government quietly encourage ‘illegal immigration'). Also the MOT-CHIP detects
if the youngsters in your household are using alcohol or drugs. The MOT-CHIP
car on the highway can drive without the assistance of the driver. The sensors
detect where other cars in the traffic are located, it prevents collisions.
(14) MICROMOTION POLYGRAPH - determines with 100% accuracy if a person is
lying, by scanning the body's and face micromotions. Detection can be done
from distance, without the need of the investigated person participation. The
results are accepted by the Courts, it is consider as electronic evidence the
same as ‘hard drive.’
(15) FINGERPRINTS - it is the traditional method of identification. But, the
fingerprints impressions can be easily altered by the new 'reverse sensors'
technology. It is no longer an effective tool of fighting crime. The present
processing of the fingerprints employs about 900,000 federal and state officials,
it cost $billions and takes long time to do the matching. With micromotions the
matching is instant with very little costs.
(16) MOT- CHIP PAPER SCANNER – it identifies molecules of sheet of paper and
read the water marks. Prevents counterfeiting of valuable papers, currency,
passports, etc. Just slide the dollar bill in the cashier terminal to check if the
dollar is authentic.
(17) THE SILENT INVADERS - it is a genuine looking U.S. Passport/Visa with
replaced identity. Anyone can purchase such passport at stores in some South-
American countries (NBC January/08). Now, the terrorists, or illegal immigrants
can purchase such passports and enter the U.S. without being noticed. Then,
when the border patrol contact the Federal Data Base, the photo and identity
will match and the answer will be ‘This person is an American citizen and is free
to enter the U.S.’ How do they do it? Prior to selling the fake passport, the
identity thieves access the Federal Data Base by computer program the
'IDV- Piggybacking' and creating the new identity. Consequently, the Homeland
Security check points (on airports, borders, government buildings, etc.) are
no longer useful. The President call 12/05/07 emergency meeting and
$multibillion funds has been granted to security agencies to find a way to stop
the passport scam. Ironically, the $millions steel fences build now on the U.S. -
Mexican border, can be replaced with a few hundreds dollars worth of the
motionmetrics detectors.
(18) INDEPENDENCE FROM FOREIGN OIL – HAIVALA electronic coagulation of
water (HAICO) – Erkki Haivala is the developer of the electronic coagulation of
water, U.S. Patent 5,022,974, FI 76773, FI 88017. It is not a conventional filtration
process, but retrieving of pure natural water (with good minerals) from waste
water which might containing - pesticides, radioactivity, home sewerage, or
from the sea water. With HAICO no water is discarded, but is reused, so there
will be enough water to prevent water crisis. Some of the applications: 1) HAICO
coagulated water can be directly converted (right in the car) to automobile fuel.
2) HAICO bottled water with the processor in the cap of the bottle. Just refill
with tap water (or even with polluted water) and within minutes purified ice cold
water is ready to drink. This will reduce the need for purchasing of water in
stores. The popular slogan on bottles ‘pure mountain spring water’ is only an
advertisement. It doesn't mean that this is 'spring water' because, during the
present purification process, the good minerals are destroyed. The bottles
can be shipped to underdeveloped countries. This will quickly solve the
problem of water contamination in many areas of the world. 3) HAIVALA
technology prevents the formation of MBP islands (Modicums of Biodegradable
Plastic). An island twice the size of Texas is floating in the Pacific Ocean, north
of Hawaii and now is heading for California shores. The MBP island may cause
contamination of many areas of the country (News Nov/14/07); 4) Shortage of
water is the major reason for wildfires. For example, Oct/2007 in Southern
California wildfires, about half million people were evacuated and one million
acres were effected. (Forest fires have increased by 30% in the last 10 years,
perhaps the reason is global warming). 5) HAIVALA MIST DISPENSER (HMD)
prevents wildfires by dispensing a cloud of mist around homes and surrounding
area, it keeps the surface always moisturized. Prior to water dispensing the
motionmetrics sensors establishing the air movement patterns in a particular
area, so the HMD can be placed strategically and tune-up accordingly.
Protection against wildfire will amount to going to the store and purchase HMD
(about $80.00). 6) Pharmaceutical waste/PHW (News 03/10/08) is in all drinking
water throughout the country including bottled water. People are disposing
unused medications to a toilet to prevent children from play with. The PHW is
causing damages to people health and might create unknown yet new diseases.
No filtration plants know how to remove these PHW toxins. The HAICO removing
the PHW with the process of coagulation. 7) Purified water is the necessity in
food production, helping to eliminate world hunger and reduces quickly food
prices. It could save the lives of about two million children a year dying from
malnutrition. Erkki Haivala received many awards: Gold Medal from Canadian
Ministry of Environment, award from Finland Ministry of Trade and is nominated
for the Millennium Prize.
(19) HH CAR (Haico Hydrogen Car)- power by coagulated water. HH is a process
of retrieving hydrogen and oxygen from water, then mixing back together just
before combustion, but in different configuration programmed electronically,
there is no fuel cells. There will be no need for fueling stations, the fuel is
produced right in the car. It is not exposed to air and is not handled by people.
Handling of hydrogen is very danger, it can easily caused explosion. It appears
that the present hydrogen cars would be not allowed on the roads. The cost of
HH Converter is about $230, which would be the total cost of operating a car.
HH technology would end the era of fossil fuels.
(20) MALNUTRITION - 20 million children worldwide suffer from malnutrition and 5
million/year will die. The 'Doctors Without Borders' choose to fight this epidemic,
instead of preventing this epidemic. They are selling nutrition formulas, instead
using the 'purified water' which can be obtained free. As a result, the mothers
do not take precaution, instead they are waiting for the formula which is sold to
different countries. Starving child has no time to wait, so the number of dying
children rapidly increasing.
(21) 4H (Haivala Hydroponic Hot House) - size 2ft. x 2ft. x 8ft. placed at home, it
can supply food (vegetable/fruits) for family of three all year around. 4H is
robotic - no human assistance is required. It can be built in variety of sizes, from
a small box to multi-story buildings (H-FARM). For example, 5 story 1500 ft. long
building can supply all the needed quick growing rice and other
foods/vegetables for a country of one million people.
(22) REDEEMAT GARBAGE COMPACTOR - can be placed in the kitchen.
Redeemat redeems raw materials from waste. The MOT- CHIP sensors identify
molecules of the waste. Then, they are separated and compacted to pellets of
plastics, metals, papers, organics, etc. The pellets are collected by the
manufacturers for making the same product again. It is known as 'product
restoration.' Collection of garbage and recycling would be no longer necessary.
(23) FUEL FROM REDEEMED HOME GARBAGE – the new non-polluting energy
sources such as: biofuel, hydrogen, sun, wind prove to be expensive and
indirectly creating more pollution than fossil fuels. However, the Redeemat is
producing ‘organics’ which can be processed right at home into fuel for cars.
The family of four can produce enough fuel for two cars.

(25) GLOBAL WARMING - the citizens don't need to wait for government to take
action. Soon, any citizen can go to department store and purchase
motionmetrics preventive devices (Water Converter, Redeemat, MHM, U-Cell
Phone, etc.) which indirectly preventing the creation of harmful gases,
consequently preventing global warming.
(26) MHM (Micromotion Health Monitor) in cell phone - placed at home, it record
and analyses medical history, conducts 24/7 health check giving guidelines on
how to maintain a healthy life style. Prevents obesity, by planning all meals and
physical activities (it is not a dieting or exercising), prevents diabetes and there
will be no need for blood glucose monitor. Also, offers the Health Enhancing
Food (HEF) whereas all the ingredients are prepared by the micromotion
selector. MHM detects predisposition to breast cancer by measuring the breast
density (mammogram can only detect existing cancer). It detects children

life expectancy. As media reported Dec/03/07, the life span in U.S. is

year regular health check will increase life span by about 5-8 years.
(27) OBESITY – it is the result of influence of the society on individual’s eating
habits. Every person has its own favor food and eating this favor food causes
obesity. The biggest single industry in the world is the food industry. They are
enhancing people eating habits by producing TV cooking shows and food
advertising. As you may have notice, that same shows one day is broadcasting
‘How To Prevent Obesity’ and eat less, then the next day broadcasting cooking
show, encouraging people to eat more. Such ‘double standard’ approach (for
example ‘OPRAH TV SHOW’) it double the show advertising income - one income
from dieting formulas suppliers and another income from the exercising
equipment manufacturers. Or, another example is the CAMPBELL'S CAN SOUPS
which contain 890 mg. of sodium, that is 37% of the soup is salt. It is
harmful to human health and can be deadly for diabetics. Why salt?
Because salt increases appetite and creates the 'acquired taste' consequently
people will eat more of the same soup.
(28) EVB (Electronic Voting Booth) - is protected by the UAC (Unbreakable
Access Code) guaranteeing privacy, no one can penetrate the voter's data, so
the citizen can vote with a full confidence. The citizen can elect, or instantly
remove (recall) politicians, through a computer, right from the home. There will
be no longer a need for election campaign, which in fact is a mass brainwashing
and not a democratic election. Choosing of candidate will be based on
candidate's resume and education, but not based on political philosophy. The
Congress will be a group of specialists in various fields of country's
management. Now, Congress are the members of only one profession - the
lawyers, they are making money from crime processing. The lawyers are the 'U.S.
Ruling Class' which dictates how the country should be run.

element created the national deficit? Only 37 people come with the correct
answer – 'the national deficit is caused by expenditure to fight common crime
and identity theft.' The facts - 32 million people (that is 1/4 of the total U.S. work
force) is employed by the CPI (Crime Processing Industry). The criminal is the
most essential 'profit center' for the U.S. economy. Without criminals the 32
million CPI's employees and 1.2 million lawyers will lose their jobs. To assured
job security for these 32 million, the legislators are enacting new laws making it
easily to commit crime. Media didn't discover yet, that crime in U.S. is result of
crime solicitation. The latest – after the 06/26/08 Supreme Court decision income
of lawyers will nearly triple from new cases whereas the majority of citizens are
against having no gun control.
(30) TOTALLY FREE EDUCATION AND HEALTH INSURANCE – because of identity
theft, the government getting less in taxes and is force to cut on social
programs which cause more poverty and creates more desperate people,
consequently breeds more criminals. It is like 'dog chasing it's own tail.' About
$1 trillion per year is spent to fight crime. It is curious fact, that the reduction of
crime by only 20% will balance the budget and reducing further by 15% would
make it possible to eliminate the income taxes (at present it cost $1.07 to collect
$1.00 in income taxes). By imposing guns prohibition, it will reduce the crime by
about 60%. This will be sufficient to offer every citizen the totally free education
and totally free health insurance.
(31) THE CHANGE - is a technological progress, it happen by itself, it doesn't
need the politician's help. So, the talk about CHANGE by the politicians doesn't
make any sense.
(32) THE PERFECT CATCH 22 - U.S. is losing it's independence by borrowing

The FBI is embarking on a $1 billion effort to build the world's largest computer
database of peoples' physical characteristics, a project that would give the
government unprecedented abilities to identify individuals in the United States
and abroad. Digital images of faces, fingerprints and palm patterns are already
flowing into FBI systems in a climate-controlled, secure basement here. Next
month, the FBI intends to award a 10-year contract that would significantly
expand the amount and kinds of biometric information it receives. And in the
coming years, law enforcement authorities around the world will be able to rely
on iris patterns, face- shape data, scars and perhaps even the unique ways
people walk and talk to solve crimes and identify criminals and terrorists.
The FBI will also retain, upon request by employers the fingerprints of
employees who have undergone criminal background checks so the employers
can be notified if employees have brushes with the law. Bigger. Faster. Better.
That's the bottom line, said Thomas E. Bush III, assistant director of the FBI's
Criminal Justice Information Services which operates the database from its
headquarters in the Appalachian.
The increasing use of biometrics for identification is raising questions about the
ability of Americans to avoid unwanted scrutiny. It is drawing criticism from
those who worry that people's bodies will become de facto national
identification cards. Critics say that such government initiatives should not
proceed without proof that the technology really can pick a criminal out of a
crowd. The use of biometric data is increasing throughout the government. For
the past two years, the Defense Department has been storing in a database
images of fingerprints, irises and faces of more than 1.5 million Iraqi and Afghan
detainees, Iraqi citizens and foreigners who need access to U.S. military bases.
Pentagon collects DNA samples from Iraqi detainees, which are stored
separately.
The Department of Homeland Security has been using iris scans at some
airports to verify the identity of travelers who have passed background checks
and who want to move through lines quickly. The department is also looking to
apply iris- and face-recognition techniques to other programs. The DHS already
has a database of millions of sets of fingerprints, which includes records
collected from U.S. and foreign travelers stopped at borders for criminal
violations, from U.S. citizens adopting children overseas, and from visa
applicants abroad. There could be multiple records of one person's prints. It's
going to be an essential component of tracking, said Barry Steinhardt, director
of the Technology and Liberty Project of the American Civil Liberties Union,
enabling the Always On Surveillance Society. If successful, the system planned
by the FBI, called Next Generation Identification, will collect a wide variety of
biometric information in one place for identification and forensic purposes. In
an underground facility the size of two football fields, a request reaches an FBI
server every second from somewhere in the United States or Canada,
comparing a set of digital fingerprints against the FBI's database of 55 million
sets of electronic fingerprints. A possible match is made - or ruled out--as
many as 100,000 times a day.
Soon, the server at CJIS headquarters will also compare palm prints and,
eventually, iris images and face-shape data such as the shape of an earlobe. If
all goes as planned, a police officer making a traffic stop or a border agent at an
airport could run a 10- fingerprint check on a suspect and within seconds know
if the person is on a database of the most wanted criminals and terrorists. An
analyst could take palm prints lifted from a crime scene and run them against
the expanded database. Intelligence agents could exchange biometric
information worldwide. More than 55 percent of the search requests now are
made for background checks on civilians in sensitive positions in the federal
government, and jobs that involve children and the elderly, Bush said. Currently
those prints are destroyed or returned when the checks are completed. But the
FBI is planning a service, under which employers could ask the FBI to keep
employees' fingerprints in the database, subject to privacy laws, so that if that
employees are ever arrested or charged with a crime, the employers would be
notified. Advocates say bringing together information from a wide variety of
sources to multiple agencies increases chances to catch criminals.
The Pentagon has already matched several Iraqi suspects against the FBI's
criminal fingerprint database. The FBI intends to make both criminal and civilian
data available to authorized users, officials said. There are 900,000 federal, state
and local law enforcement officers who can query the fingerprint database
today, they said. The FBI's biometric database, which includes criminal history
records, communicates with Terrorist Screening Center's database of suspects
and the National Crime Information Center database, which is the FBI's master
criminal database of felons, fugitives and terrorism suspects. The FBI is building
its system according to standards shared by Britain, Canada, Australia and New
Zealand. At the West Virginia University Center for Identification Technology
Research (CITeR), 45 minutes north of the FBI's Biometric facility in Clarksburg,
researchers are working on capturing images of people's irises at distances of
up to 15 feet, and of faces from as far away as 200 yards. Soon those
researchers will do biometric research for the FBI. Covert iris-and face-image
capture is several years away, but it is of great interest to government agencies.
Think of a Navy ship approaching a foreign vessel, said Bojan Cukic, CITeR's co-
director, would help to know before you go on board whether the people on that
ship that you can image from a distance, whether they are foreign warfighters,
and run them against a database of known or suspected terrorists, he said.
Skeptics say that such projects are proceeding before there is evidence that
they reliably match suspects against a huge database. In the world's first large-
scale, scientific study on how well face recognition works in a crowd, the
German government this year found that the technology, while promising, was
not yet effective enough to allow its use by police. The study was conducted
from October 2006 through January at a train station in Mainz, Germany, which
draws 23,000 passengers daily. The study found that the Technology was able to
match travelers' faces against a database of volunteers more than 60 percent of
the time during the day, when the lighting was best. But the rate fell to 10 to
20 percent at night. To achieve those rates, the German police agency said it
would tolerate a false positive rate of 0.1percent, or the erroneous
identification of 23 people a day. In real life, those 23 people would be subjected
to further screening measures, report said. Accuracy improves as techniques
are combined, said Kimberly Del Greco, the FBI's biometric services section
chief. The Next Generation database is intended to fingerprint, face, iris and
palm matching capabilities by 2013, she said. To safeguard privacy, audit trails
are kept on everyone who has access to a record in the fingerprint database,
Del Greco said. People may request copies of their records, and the FBI audits
all agencies that have access to the database every three years. We have very
stringent laws that control who can go in there and to secure the data. Bush
said. Marc Rotenberg, executive director of the Electronic Privacy Information
Center, said the ability to share data across systems is problematic. You're
giving the government access to an extraordinary amount of information linked
to biometric identifiers that is becoming increasingly inaccurate, he said.
In 2004, the Electronic Privacy Information Center objected to the FBI's
exemption of the National Crime Information Center database from the Privacy
Act requirement that records be accurate. The group noted that the Bureau of
Justice Statistics in 2001found that information in the system was not fully
reliable and that files maybe incomplete or inaccurate. FBI officials justified that
exemption by claiming that in law enforcement data collection, it is impossible to
determine in advance what information is accurate, relevant, timely and
complete. Privacy advocates worry about the ability of people to correct false
information. Unlike say, a credit card number, biometric data is forever, said
Paul Saffo, a Silicon Valley technology forecaster. He said he feared that the FBI,
whose computer technology record has been marred by expensive failures,
could not guarantee the data's security. If someone steals and spoofs your iris
image, you can't just get a new eyeball, Saffo said. In the future, said CITeR
director L. A. Hornak, devices will be able to recognize us and adapt to us. The
long-term goal, Hornak said, is ubiquitous use of biometrics. A traveler may walk
down an airport corridor and allow his face and iris images to be captured
without ever stepping up to a kiosk and looking into a camera, he said. That's
the key, he said. You've chosen to say, 'Yeah, I want this place to recognize me.'

people in the last 2 years about 30 letters and email, advising them, that
technology exist to stop global warming. We receive not even one reply, except
automatic computer generated confirmation. The realistic conclusion is - we do
not need more legislations, but more new technologies. We should be able just
go to local supermarket and purchase (or get for free) pollution preventive
devices. The American consumers will make the global warming impossible.
STEP-2: Run your dishwasher only with a full load. Use the energy-saving setting
to dry the dishes. Don’t use heat when drying. OUR ANSWER: The electrically
coagulated water will clean and disinfect the dishes. You not need to use the
heat. STEP-3: Wash clothes in warm or cold water, not hot. OUR ANSWER: Wash
your cloths in the coagulation water. STEP-4: Turn down water heater; 120

the temperature in your home. Adjust your thermostat - lower in winter and

your utility company to conduct an energy audit to find out where your home is

very good idea, but the latest technology is offering a Health Monitor which

establish 'the bike renting network' whereas a bike can be rent in every street
corner of the city. Many foreign country have already such as City's Bikes
Network. STEP-13: When time an budget permits, buy a more fuel-efficient
vehicle - one that gets at least five more mpg than your old car. OUR ANSWER -
the Hybrid car gets 45 mpg, but it cost much more than your present vehicle.
You should help establish a Foundation which will pay to the Hybrid car buyer,
the price difference. STEP-14: Reduce waste by buying minimally packaged
goods; choosing reusable products over disposable ones. OUR ANSWER - With
the redeeming technology there will be no longer a need for garbage collection
and recycling. Therefore, keep buying very well packaged goods, because all
packaging will be reprocessed to be reusable. Install in home the REDEEMAT.
STEP-15: Request that the coolant be recycled every time your car air
conditioner is serviced. OUR ANSWER - it is expensive and time consuming
process. However, the Hydrocar will have no coolant in the air conditioner.
STEP-16: Insulate your walls and ceilings to save about 25% on your home

technology there will be no recycling, but 'product restoration.' STEP-19: As you

ANSWER - It is a very good idea. STEP-20: Sign and return your Citizens Pledge
to Fight Global Warming and join the Environmental Defense Action Fund.
OUR ANSWER – The Preventive Science Institute is not in business of 'Fight
Global Warming,' but in a business of 'Preventing Global Warming' and that
require new technology, not 'just more money.' The Golden Formula of the old
world is, throw some money on the problem and the problem will disappeared;
This formula does not work anymore. In modern society the fastest
technological discoveries, that is the only thing that work.
FINAL COMMENTS – The Preventive Science Institute (PSI) is non-profit
organization and we do not raising money from the general public. We believe
that most of the profit is kept by the company's executives. These companies
seem to don't realize that sooner or later the consumer might stop buying the
polluting products and will demand that the companies manufacture
‘environmental friendly’ products. The wealthy executives seems to fill guilty, so
they are making charitable donations, but always using the same slogan
“we want to give back to the people.” The question is - why they took the money
from the people in the first place?
